How to Apply for a Provisional Driving Licence

What you need, what it costs and how long it takes.

Who can apply and when

You can apply for a provisional licence up to 3 months before your 17th birthday. You can start driving a car on the road at 17, or at 16 if you receive the enhanced rate of the mobility component of Personal Independence Payment (PIP).

What you need

You will need:

  • Proof of identity such as a passport
  • Your National Insurance number (if you have one)
  • Addresses for the last 3 years
  • Your payment card

Cost and timing

It costs £34 online and £43 by post. Online applications are usually quicker, and the licence normally arrives within about a week. Always check GOV.UK for the latest price.

Eyesight rule

You must be able to read a number plate from 20 metres. Your instructor will check this at your first lesson.

Last updated 30 October 2026. Fees and rules change, so always check GOV.UK for the latest.
